اگر دو لوگوں کے درمیان لڑائی جھگڑا ہو تو بیچ بچاؤ یا ثالثی کی کوشش اکثر ایک ایسے تیسرے کو کرنی ہوتی ہے، جو دونوں کا اچھا دوست رہا ہو۔اس بات پر بحث شروع ہو چکی ہے کہ کیا بھارت چین کشیدگی کے درمیان روس ایسا دوست ثابت ہو سکتا ہے۔اس وقت سرحد پر انڈیا اور چین کے درمیان کشیدگی ہے۔ جون میں یہ کشیدگی گلوان وادی میں تھی اور اس وقت دونوں ممالک کے فوجی پینگونگ تس کے جنوبی ساحل پر آمنے سامنے کھڑے ہیں۔

ایسی صورتحال میں کچھ انڈین ٹی وی چینلز میں ایسی اطلاعات آ رہی ہیں کہ چینی وزیر دفاع وی فینگی نے انڈیا کے وزیر دفاع راجناتھ سنگھ سے بات کرنے کے پیشکش کی ہے۔ راج ناتھ سنگھ فی الحال شنگھائی تعاون تنظیم (ایس سی او) کے اجلاس میں شرکت کے لیے ماسکو میں ہیں۔


خیال ظاہر کیا جا رہا ہے کہ ایس سی او میں وزرائے خارجہ کی میٹنگ میں انڈیا اور چین کے وزرائے خارجہ کے مابین بات چیت ہوسکتی ہے۔گزشتہ تین ماہ میں یہ دوسرا موقع ہے جب انڈیا کے وزیر دفاع روس گئے ہیں۔ اس سے قبل جون میں بھی وزیر دفاع راج ناتھ سنگھ روس کے تین روزہ دورے پر تھے اور یہ موقع دوسری جنگ عظیم میں نازی جرمنی پر سوویت فتح کی 75 ویں سالگرہ کا تھا۔


اُس وقت دونوں ممالک کے نمائندوں سے ملاقات کی بات ہوئی تھی۔ لیکن ملاقات نہیں ہوئی۔ یہ محض اتفاق ہوسکتا ہے کہ جب راج ناتھ سنگھ روس جاتے ہیں تو بات چیت کے حالات بنتے دکھائی دیتے ہیں۔کیا کورونا کے دور میں جب وزراء بیرون مالک کے دورے نہیں کر رہے اس وقت ملک کے وزیر دفاع کا تین ماہ میں دو بار روس جانا اتفاق بھی ہو سکتا ہے؟


کیا ایسے اتفاق کے درمیان ایسا بھی ممکن ہے کہ روس دونوں ممالک کے درمیان کشیدگی کو کم کرنے میں اپنا کردار ادا کریگا؟
ایسی صورتحال میں روس ایسا واحد ملک رہ گیا ہے جس کے چین اور انڈیا دونوں کے ساتھ دوستانہ تعلقات ہیں۔روس انڈیا کشیدگی میں قطعی کردار ادا کرسکتا ہے لیکن کھلے عام نہیں بالواسطہ طور پر۔


2017 میں ڈوکلام تنازعہ کے وقت بھی روس نے بالواسطہ طور پرچین کو مشورہ دیا تھا کہ اس تنازعہ کو بات چیت کے ذریعے حل کیا جانا چاہیے۔پچھلے تین مہینوں سے مشرقی لداخ سرحد پر جو کچھ ہو رہا ہے اس کے بارے میں روس کا سرکاری طور پر موقف ہے کہ یہ دونوں ممالک کے مابین باہمی مسئلہ ہے۔ دونوں ہمارے دوست ہیں لہذا دونوں کو خود ہی اس مسئلے کو حل کرنا چاہیے۔


روس کی جانب سے بالواسطہ کوششیں جاری ہیں۔ انڈیا کے وزیر دفاع کے روس کے دو دوروں میں ہی نہیں بلکہ مذاکرات کی دوسری سطح کی بات چیت میں بھی انڈیا کے ساتھ چین کے سرحدی تناؤ پر تبادلہ خیال کیا گیا ہے۔ تاہم روس اور چین کے درمیان کسی بھی مرحلے پر ایسی کوئی بات چیت نہیں کی گئی ہے۔
